SIDs Facilitate City Expansion
It has been said that Omaha wouldn’t be west of 72nd Street if it hadn’t been for the SID mechanism. SIDs have allowed ample expansion without having to make immediate and direct financial aid. The annexation of SIDs, after all improvements are made, eliminates the necessity for annual appropriations (and/or bond elections) for capital expenditures in areas outside cities and municipalities or in newly-annexed areas. SIDs have also allowed cities to see beforehand what they would be annexing and, thus, determine whether or not they wanted to annex specific developments.
